Member States provide an annual assessment of air quality in comparison to EU air quality thresholds. Commission Decision 2004/461/EC provides a questionnaire to be used by the Member States for the annual reporting under the Framework Directive and the related four Daughter Directives 1999/30/EC, 2000/69/EC, 2002/3/EC and 2004/107/EC. Member States have to divide their entire territory into zones. Zones can be regarded as the primary territorial units for assessment and management of air quality under the air quality directives. Consequently, unambiguous definition of all zones is needed. Member States have employed different approaches for the definition of their zones. Some Member States have divided their territory into a single set of zones serving all pollutants. Other Member States have defined a single base set of zones and modified some of the zones for the application to particular pollutants. Where a Member State has distinguished different sets of zones in relation to health protection and ecosystem/vegetation protection respectively, a single location can be situated in several zones, e.g. in a zone defined for all pollutants except lead and in another, larger zone defined for lead. Pursuant to Article 22 of Directive 2008/50/EC, Member States may notify to the Commission when in their opinion the conditions are met in a given zone or agglomeration for postponing the attainment deadline for the limit values for nitrogen dioxide and benzene, or for being exempt from the limit values for PM10. The dataset presents average values of the number of days per year where the maximum temperature has exceeded 35 degrees Celsius from the period 1987- 2016, for a series of individual European cities from Eurostat's Urban Audit 2011-2014 spatial dataset. The associated values are based on the E-OBS dataset from the EU-FP6 project ENSEMBLES (http://ensembles-eu.metoffice.com) and around 10,000 meteorological stations across Europe. This dataset has been used also in the EEA Report No 22/2018 "Unequal exposure and unequal impacts: social vulnerability to air pollution, noise and extreme temperatures in Europe" (https://www.eea.europa.eu/publications/unequal-exposure-and-unequal-impacts/at_download/file).

The dataset presents the average number of combined hot days - with maximum temperature over 30 degrees Celsius - and tropical nights - with minimum temperature over 20 degrees Celsius - in the period 1987-2016, for a series of individual European cities from Eurostat's Urban Audit 2011-2014 spatial dataset. The associated values are based on the E-OBS dataset from the EU-FP6 project ENSEMBLES (http://ensembles-eu.metoffice.com) and around 10,000 meteorological stations across Europe. The combination of hot days and warm nights is particularly dangerous to human health, as the high temperatures during night time does not allow for the cities and buildings to cool down. Such combination, if lasting over several days (heatwaves) can have severe health implications or even be fatal to the elderly, babies or those in poor health. Therefore, the knowledge of the occurrence of such conditions in a given location can be useful in planning adaptation to the changing climate and protection of the vulnerable groups from heat. This dataset has been used also in the EEA Report No 22/2018 "Unequal exposure and unequal impacts: social vulnerability to air pollution, noise and extreme temperatures in Europe" (https://www.eea.europa.eu/publications/unequal-exposure-and-unequal-impacts/at_download/file).

The dataset described here presents the geometries of the zones and agglomerations reported since 2013 by Member States in compliance with the Ambient Air Quality Directives and successfully validated by the EEA's Quality Control system. In accordance with the procedure referred to in Article 5 of 2011/850/EU on the reciprocal exchange of information and reporting on ambient air quality, Member States shall make available the information set out in Part B of Annex II to this Decision on the delimitation and type of zones and agglomerations established in accordance with Article 3 of Directive 2004/107/EC and Article 4 of Directive 2008/50/EC and in which the assessment and management of air quality is carried out. .... The dataset presents the annual number of Cooling Degree Days (CDD) in average for the period 1990-2015, for a series of individual European cities from Eurostat's Urban Audit 2011-2014 spatial dataset, based on the E-OBS dataset from the EU-FP6 project ENSEMBLES (http://ensembles-eu.metoffice.com) and around 10,000 meteorological stations across Europe. This dataset has been used in the EEA Report No 22/2018 "Unequal exposure and unequal impacts: social vulnerability to air pollution, noise and extreme temperatures in Europe" (https://www.eea.europa.eu/publications/unequal-exposure-and-unequal-impacts/at_download/file), where CDD is defined as the sum of the difference in degrees between 21 °C and the mean temperature over the year, for the days when the mean daily temperature is higher than 21 °C. The number of CDDs is useful in differentiating between areas based on the need for cooling homes or workplaces. As a measurement designed to quantify the demand for energy needed to cool a building in order to keep it at a comfortable temperature, it is relevant to issues of thermal comfort and energy affordability.

This raster dataset provides the modelling of the climate suitability index values (0-100%) for tiger mosquito (Aedes albopictus) for 100 European cities for the years 2008-2009, with a resolution of 100 m. Aedes Albopictus has become a common occurrence in Southern Europe and transmits diseases such as Zika, dengue and chikungunya. The climatic suitability for tiger mosquito depends on factors such as sufficient amounts of rainfall, high summer temperatures and mild winters. Climate change is anticipated to further facilitate the spread of tiger mosquitoes across Europe by changing temperature and precipitation patterns, thereby increasing the suitable habitat. In the framework of the Copernicus Climate Change Service (C3S) SIS European Health, VITO has provided to the Climate Data Store 100m resolution hourly temperature data for 100 European cities, based on simulations with the urban climate model UrbClim (De Ridder et al., 2015). From this dataset, this climate suitability dataset has been generated based on annual precipitation and the average temperature in January and during the summer period (months June, July and August) for the years 2008-2009, following the methodology by European Centre for Disease Prevention and Control (ECDC, 2009). The 100 European cities for the urban simulations were selected based on user requirements within the health community.

This approach considers empirical suitability functions, which link a number of (aggregated) climate variables to the suitability of a habitat for a given vector species, e.g. for a species to be active a minimum threshold of temperature is required below which the species is not active. Similarly some species cannot overwinter if the winter is too cold (e.g. January temperature lower than a given value). The P90 indicator represents the specific exposure of single cities and is independent of the model domain or size of a city. The 100 European cities for the urban simulations were selected based on user requirements within the health community.
